New Lookout Location

The page for South Mount Hawkins says that ANFFLA is looking for another location to build a lookout. What are the criteria for the new location? Are there areas that must be visible from the new location? Is there any requirement regarding proximity to roads, altitude, etc.?

Consideration should be given to staffing. If Hwy 2 is not reopened, the routes to an eastern lookout will be via Wrightwood. Is there adequate staffing support in that area?
Some considerations of locations...
The plan is pretty open but there are some "desires" more then "criteria" that we are looking for in a new location. The first is that it really should be near a service road that can access the sumit. This is needed for many reasons including construction. We would like for the lookout to be in the high country timber zone, like the Eastern side of the Angeles National Forest. We are looking for nice summit with lots of visibility. My "personal" desire is that, if possible, it would have a view-shot of Mt. Vetter.

I was wondering about that. It's relatively easy with a GIS application to determine which peaks can oversee which areas and are within x distance of a road. I just didn't know if anybody had done any amount of research on the location.
One thing I have learned in participating in construction programs at my work is that sometimes things you think will be very expensive are not, and things that seem like they should be inexpensive turn out to cost many times what you would think. I mention that because it may not be the case that road access will make material transportation costs less expensive. It really depends on a lot of variables I don't know about, but I'd bet that it's not a sure thing. A couple of helicopter deliveries might be less expensive than dozens of truck deliveries over miles of hazardous fire road. It all depends.
